This is The Watcher. He is swearing his allegiance to his ruling King, but the thing about The Watcher is; he's always watching... out for himself. Using his countless eyes he keeps to the shadows he waits for others to make mistakes, exploit the situation, and feed off their despair and misery, gathering power until he can take down his king.
